Town Manager's Report
October  2007

Streets:

• Staff  removed the fallen fire fighters banners on the Main street light poles

• Staff has repaired a number of street lights

• Staff striped a number of streets

• Staff removed the tree in front of 126 East Main Street

• Staff supervised the paving of N. School Lane, Bunker Hill Drive, and part of South School Lane

Water:

• Rainbow Lake is now 2.7 feet below the spillway, and our five wells have dropped a total of Sixty-one (61) feet (an average of 12.2 feet each) from July 23, 2007 Until Nov. 5, 2007

• The roughing filters are now being backwashed three times per day and the DE filters are being done once per week

• The recently instituted water use restrictions which prohibit all outdoor water use are starting to show some results, daily consumption has dropped by 42,325 gpd this month

•  

• Water production and consumption.  We produced and purchased an average of 340,915 gpd.  We consumed an average of 276,117 gpd (down 42,325 gpd)  

  • The difference is "Backwash Water" ...(19%).   We purchased 778,600 gals. of water from MSM this month.

  • 50.8% of this water came from wells 

  •   7.4% of this water came from Mt. St. Mary's

  • 41.8%  of this water came from Rainbow Lake 

Wastewater:

• During athe last rain event we detected very high flows in sanitary sewer manholes #6 and #10 both located in Lincoln Ave.  We plan to TV the entire sewer line in Lincoln Avenue in the near future

• We received about 3.5 inches of precipitation this month (the average is 3.5 inches)

  • We have a deficit of 11.0" of  precipitation over the last six months.  The average precipitation for the period from May 1 thru  October 31 is 23.9" and we have received 12.9" for that period. 

• Wastewater Treatment:

  • We treated an average of 331,000 gpd (consumed 276,117 gpd) which means that 0.0% of the wastewater treated this month was "wild water".   

  • Water consumption is still up approximately 13% over October, 2006 and the majority of the increased consumption appears to be for outdoor uses.  We are also at a 11.0" precipitation deficit over the last six month period and Rainbow Lake is now 2.7' below the spillway.  

  • We experienced no spills of untreated sewerage during the month of October

  • We exceeded the plant's design capacity two days during the month of October 10-26-07  975,000 gpd  and  10-27-07   1,046,000 gpd

Trash: 

• Trash pickup will remain Monday and Thursday for the Month of November, 2007, with the exception of Thursday, Nov. 22nd which will have no pickup

Parks:

• Staff installed safety railing along the road and walking trails where they cross the creek in Community Park

• Staff supervised the installation of new fencing at the Little League and T_Ball fields in Memorial Park

• Staff performed some painting and repairs at the swimming pool

• Staff performed standard mowing and trimming in all parks

Meetings Attended:

• 10/02 NCTRAC meeting to discuss local transportation needs for our special needs citizens

• 10/05 MSM to discuss Comp. Plan update and answer some zoning questions

• 10/05 meeting with pool contractor related to winterizing pool

• 10/09 meeting with Mayor and Deputies to discuss some citizens concerns

• 10/10 Emergency Management training with Frederick Co.

• 10/11 Emergency Management training with Frederick Co.

• 10/16 meeting with developer of Brookfield to discuss water & sewer tap fees

• 10/16 Mountain Trails task force meeting

• 10/17 Budget review meeting with accountants

• 10/18 meeting with Frederick Co. plumbing inspectors to review and discuss grease trap specs.
